We have two distinguished speakers to kick off the discussion. Now, may I invite Mr. Wanandi to take the lead to give his thoughts on this topic. Mr. Wanadi, please! Wanadi: Thank you, Mr. Chairman! The session is so rich that I have received of ideas and thoughts in the last two days that it will not be easy for me to repeat and explain again to you, but you have, I think, participated very well, and I am very delighted today. This is my second time to be present after the first. That�s why I am actually very encouraged by the activities and willingness, you know, of all the members around the table and most probably others as well who have participated in the other sessions earlier. Well, as usual, of course, you know, there are a lot of old things that has been revisited and explained and discussed again and that cannot be avoided because there is still that question mark that is hanging, and that is what we�re going to do. We have been talking six times. Now, hopefully, it will be time that we can do something so that it is not going to end with due respect to the ASEAN Regional Forum that is well known as a short talk but no more than that. Hopefully, CICA can do better. Now, there are also many new ideas that have been proposed and I think they are very relevant, need to be considered and further talk about. Maybe if not in this session then in between the sessions, we can of course have our own dialogues bilaterally or trilaterally, but and also you know in the next sessions that we are going to prepare. What are the new ones particularly? Definitely, it has to be recognized that there have been changes in CICA. New institutions have been built that will make it more practical in the future, such as the youth. Besides the think tanks, the youth and the private sector, the entrepreneurs that is very important also for the implementation. I just would like to remind you that East Asian economic development and so-called miracle is achieved mainly through the participation of the private sector and the state enterprises that are doing the things. And that's why it has gone on like that. With respect to the government and bureaucracies, you know, if you are only dependent on democracy this might not be done so far and so quick. So that is very important. I think also that we have not come to a conclusion CICA might not be prepared yet and ready for talking about concrete and conflicting issues in the region. That is okay. I mean there are many issues like that we are still talking about. That one for me was very political and not very involved. Of course you know how to find a code of conduct and the code of implementation of the declaration of the report of conduct. You know, in ASEAN-China relationship, in fact, we�ve established an institution in Hainan between ASEAN and China to further our cooperation and exchanges on common programs, after, you know, two years working on proposing this framework for the code of conduct to the governments concerned. So that is one example that I would like to look into as well. But more so, the new changes are definitely two basic problems or issues, I think. One is the role of China. As has been decided upon in the Congress, the nineteenth Congress, you know, a few weeks ago. This is a very basic change and there is a new element that we have to very much consider for the future. It means that China is more ready than ever together with us to leap this process of development in the region and in the world. That is important. The second important thing as we have talked in the last session is this relationship with the OBOR, the Belt and Road initiative. This is a new institution relatively, but it has a potential, with our cooperation, with our creation of confidence-building, understanding and willingness to cooperate, you know, to develop very well. And again, as an example, we, my Center for Strategic and International Studies are doing a joint academic cooperation, a joint research together with the DRC, the Development Research Center of Chinese State Council that is related to the research and studies of the OBOR, to do a study on the maritime Silk Road of the 21st century, concept of China, and the so-called, you know, Sea Fortune program or Ocean program, idea of Jokowi, president of Indonesia. We have done that for the last couple of years or so and now we are ending it the end of this year. We hope the results we would like to bring together the ASEAN countries with China to talk about the result of these studies what the maritime for the 21st century actually is all about, the maritime silk road and the full climate is all about and how to reconcile and how to complement. These are some of the examples that with the OBOR we can do together, in the context of within the CICA, or together with the OBOR, on the studies, what is needed to be done. Because we found out for instance on the Maritime Silk Road, what is actually the idea of China? We don't know. And what is our idea? We also have some ideas. How they come about? So this shows what everybody will face in the future in relation to the Belt and Road initiative, and that we have to have a lot more relationship, understanding, studies, researches, etc., to be able to really cooperate and think positively for both sides around the OBOR concept. I think if we can do it together, it will be a very intensive relationship established in the future which is a way, and as I see it, is the base of ASEAN which is actually so intense that we are fighting everybody and if that goes on our relationships are all wrong. If you consider we have 1500 meetings a year, you know, just to get through to each other and that is not close enough only through the computer but meetings. 1500 meetings a year! I'm completely crazy already, you know, about all these meetings. But that's important. Why? Because we have been separated for so long. Since 50 years ago only, we got together. Can you imagine? The Brits colonized Malaysia and Singapore, Americans did Philippine, and the Netherlands Indonesia. And Thailand is the only country of the first 5 members that has never been colonized. Therefore your have to reconcile the Anglo-Saxon system with this Napoleonic system of the Netherlands, the Indies and then the five kingdoms whatever they are, you know. It's a nightmare! It took us many years to have the first summit established. The first summit was only established nine years after we got through to each other and trusted each other. And then, the factor of Vietnam was an important one. Vietnam won in 1975 and was very arrogant towards us. We invited her, but she didn�t want to. She would like to do it on her terms as she calls. Until she failed, you know, in her relationship with China, it didn't work out that way and therefore she came to us afterwards. So that is the experience. I think there are two new elements: China's leadership in the future plus the BRI concept which is critical for us to take up very seriously and to combine with CICA, of which, number one is also confidence building, because before we are so different. To be frank with you, I'm not familiar with the Middle East when I heard the debate of the Middle East, I was taken aback, � Wow, I said. Is it this deep?� How could we immediately talk about this issue? Why not talk about the Common developments? After a while, we can see if we can solve this problem between us, if we can develop together. So that, I think, is an important factor that has come up in the last two days. We have a proverb in Afghanistan which says you cannot start a war with the first soldier in your tea. So very good morning to you again. It's once again a great honor to have the opportunity to speak at the concluding session of the sixth international roundtable of CCA on Asian security. I wish to congratulate all the participants for the rigorous and in-depth discussions and for offering essential and scientific analysis on the current trends and future prospects of Asia security and development. It is widely recognized that CICA which was just one idea to address regional instability of the past, has now blossom into a mechanism that can potentially shape a future of peace and stability for Asia. It is also encouraging to see the determination of the member states to transform CICA into an effective platform capable enough to build confidence among its members and pave the way for a secure, peaceful and prosperous region. While there is a recognition that Asia remains a complex region and rather diverse in political, organizational, economic and geographical terms, there is also agreement that existing discord in the region should not be an obstacle to finding common approaches to the problems of security and operation in Asia. Over the past 25 years, CICA has developed into an highly representative and inclusive institution promoting regional security. China as a rotating chair, has managed to revitalize CICA by initiating the CICA non-governmental forum and international roundtable meetings of think tanks, CICA Youth Council and much more. We are grateful to China's leadership of the process and for its stewardship of CICA�s evolution. Over the last two days, I have come to realize the CICA has the conceptual backbone to become a full-fledged organization capable of steering Asia into a community of common destiny. The Asian Security Council put forth by China is an all-inclusive framework featuring common, comprehensive, cooperative and sustainable security. It is also underpinned by One Belt One Road Initiative, an ambitious program which recognizes that development cannot last without security and security is not sustainable without development. To further strengthen CICA and to steer it towards an institutional pact, the participants of this roundtable offered their important insight, advice and recommendations, some of which I would like to summarize briefly. Now I might be biased and selective, so this may not include all the issues that we discussed in the last two days. On the political front, we need to deepen political trust and build a new type of partnership in Asia. We should foster a sense of community of shared destiny, rooted in win-win cooperation and avoidance of zero-sum games. We should focus our head and adjust our activities on what unites us instead of what divides us. 2. We should make implementation of CBM measures a priority. We should support multilateralism and build consensus through consultation. 3. We should promote inter-civilizational dialogues to build popular support for security cooperation. We should have respect for the diversity of civilizations and the right of different countries to choose their development patch. 4. The narrow definition of national interests among countries of the region needs to be revised or revisited. We must not pursue our own security at the cost of insecurity for others. We must create enough domestic political support and economic interdependence so that our security and prosperity is anchored in regional security and prosperity. 5. No single country can tackle the complex security challenges without an effective participation of the region. It is therefore imperative to foster regional security mechanisms whereby regional powers such as China, India and Russia play an important role in devising a system of regional security that would strengthen domestic capacities and mobilize regional resources in an integrated manner. We cannot rely eternally on forces outside the region to ensure our security and stability. On the economic front, we must focus on crafting our people economically. We must harness our shared potential for economic growth in the region and enhance an effective cooperation in key fields such as trade, transit transportation and energy, which can exponentially contribute to maintaining a virtuous cycle of peace and development. The Silk Road Economic Belt can be taken on by CICA as a major confidence-building initiative that can unleash unprecedented opportunities for regional cooperation and integration. On thematic issues, 1. CICA can do more in the area of preventive diplomacy to mitigate security challenges, promote more reconciliation and contribute the peaceful resolution of conflicts in our region. 2. Counter terrorism and violent extremism continue to be a menacing threat for our region. CICA should promote dialogue and build a regional consensus on combating terrorism. We should all ask how terrorism is being nurtured. We should ask who is supporting, aiding and abetting terrorism in our region and what should be our common response. On the institutional building front, 1. CICA member states should invest more in building the capacity of CICA secretariat so that it has the necessary resources to fulfill its mission. We should do more to streamline the implementation of confidence-building measures and enhance the efficacy of organization processes, improve communication and coordination. 2. CICA should seek increasing links with other regional organizations such as OECE, SCO and ASEAN and leverage its advantages as an inclusive and representative platform. 3. CICA should institutionalize track two mechanism, building upon the successes of round tables hosted by the Shanghai Institutes for international Studies. 4. CICA should provide a mechanism through which women in Asia could play their rightful roles in advancing regional cooperation and include their perspective and future in the development of CICA. 5. Finally, we should take determined, slow but steadfast steps. We must take inspiration from this African (Chinese) proverb that if he wants to run fast he will run alone, if he wants to run long he must run in a group. May I conclude by expressing our deep gratitude for China's leadership and wisdom in steering our CICA ship to where it is today and for providing us the opportunity to reflect on how we can get to the shores on our side. I also should express my appreciation to Professor Yang, president Chen and the dedicated team of SIIS for being the driving force behind CICA track two, for giving us this opportunity to discuss the future of CICA and for the extremely gracious hospitality. Thank you! Yang: There are still three minutes to go, so I would like to add three points. No.1, some of our colleagues were talking about Chinese leadership. This is something expressed our friends but the Chinese leaders are very cautious not to use them. But when we are talking about the China has entered into a new era, then I think the People's Republic of China has entered its 3.0 version. The 1.0 version is Mao Zedong�s political independence. We say Mao Zedong led China to stand up. The 2.0 version is about the Deng Xiaoping's China, featuring economic development. So we say Deng Xiaoping has led china to grow rich. Now Xi Jinping is leading China to become strong. My second point is that when we are looking at the upcoming 30 years or so, xi Jinping�s blueprint heralds three stages. The first stage is between now and the year 2021, during which China would realize its dream of lifting up the whole country into a moderately better-off society and eliminating all the poverty according to Chinese standards. Then for the first 15 years between 2021 to 2035, China would have become a strong socialist country and then for another 15 years China would have become strong country globally. And this will lead to my last point. As to China�s planning, when I was little I believed but was disappointed after a decade or so at those rosy and dreamy words the Chinese leaders said. But since the Deng Xiaoping�s Reform and Opening-up, I believed because Deng Xiaoping gave us the picture and in 10-20 years, they all turned true and even better. So this time, I'm more confident with the Xi Jinping for his blueprint. Then our CICA members and observers as well as the whole world should think that what kind of Chinese foreign policies and its global strategies are and how they would match between the domestic developments and foreign relations. For this, China is still a learner. China only became a global country since 2008. In terms of think tank word, China has just started. I always take Mr. Wanadi as my mentor. When he was already an internationally renowned think tank leader, I was very young. I ran errands, made phone calls, and typed for him and my boss. But now the relay torch has been passed to me and even to president Chen Dongxiao. So we need to work together and pool all the wisdoms, so the Chinese leaders don�t talk about Chinese leadership, instead they are talking about responsibilities, obligations, contributions and input of Chinese wisdom, etc. As you see, the Chinese foreign ministry website has already reported our conference. So we have the direct channel to pool our wisdom and present them to the Chinese leadership, some of which appeal to them and they are happy and pleased to listen to, others don�t. But we say we are not political decision makers but opinion providers, we give all the options to you, then you can make your own choice. With this, I would like to say now we would conclude the session, and we will continue on our sixth, seventh and eighth sessions.
